01

Scope

News analysis in exactly 13 primary lanes. Separate market/discourse indicator and Tier-1/Tier-2 pipelines are no longer within the current scope; they are not merely dormant.

02

Actors and Sources

Actor ≠ spokesperson ≠ formal responsibility ≠ substantiated causation. Bidirectional source use verifies the link between statements and evidence.

03

Time and Coverage

Cutoff, event, publication and observation remain distinct. Do not backdate POST_CUTOFF. A documented event delta does not prove full lane coverage; absence of review is not an all-clear.

04

P2-R3 and Evidence Limits

A technically validated rebase is not an unrestricted historical research release. Coverage/F-sweep statements were limited to a substantiated scope. Missing historical research logs remain unresolved. Vault/site integration is excluded under the later P2-R3, whereas the older local RC5 file still permitted optional archiving.

05

History and Privacy

Max-Gain-Merge-RC1 preserved separately as historical record. PRIVATE_PERSONAL_ONLY / OWNER_ONLY; no new native ROS/NIS integration and no execution of the private workflow by this site.
